ECOM is looking for a Consultant for advocacy of integration of community-led monitoring into healthcare system in three countries (Armenia, Georgia, Moldova)

Background:

ECOM - Eurasian Coalition on Health, Rights, Gender and Sexual Diversity, is an international association with a mission to support the development of national LGBT communities and their activism, to promote human rights, health, and social well-being for people of gender and sexual diversity.

The main objectives of ECOM are to ensure that health and human rights issues in relation to LGBT people are consistently and effectively addressed in national and international policies and programs.

Description of Services:

The consultant will be required to develop an advocacy plan for the integration of community-led monitoring into healthcare system and the results of CLM of PrEP services into national HIV prevention documents. In addition, the consultant will establish a framework to monitor and evaluate the effectiveness of these advocacy efforts and adjust strategies as needed to successfully integrate PrEP CLM findings into national documents.

Terms of Reference for a Consultant:

  • Develop a detailed advocacy plan aimed at including community-led monitoring and the results of CLM of PrEP services in health care system such as national HIV prevention documents or other relevant documents such as clinical protocols, etc. The plan should include strategies, key messages, target stakeholders, and a timeline for advocacy efforts.
  • Organize roundtables, workshops, or similar activities to engage with key stakeholders, including government officials, health care providers, representatives of international organizations, and members of CCM.
  • Facilitate dialogue to share findings from community-led monitoring and discuss the importance of integrating these findings into national documents.
  • Implement the advocacy plan, working closely with stakeholders to advocate for the integration of community-led monitoring into healthcare system such as national HIV prevention policies, protocols, or programs.

Expected results and evaluation of work:

The consultant is expected to:  
  • A brief report on the PrEP implementation landscape in three countries, including an overview of current policies, protocols, and programs.
  • An advocacy plan detailing strategies, activities, and timelines for integration of community-led monitoring into healthcare system.
  • Reports on stakeholder engagement activities, including roundtables and workshops, with summaries of discussions and outcomes.
  • A final report documenting advocacy efforts, outcomes, and adapted documents such as new versions of the protocol, national HIV plan, or other relevant documents. 
  • In Armenia and Georgia, a consultant will work in cooperation with WHO external consultant.

May 2024 – August 2024

Consultant(s) Qualifications and Experience:

Essential:
  • Experience working with non-governmental organizations, particularly with the topics of CLM and PrEP.
  • Understanding of the development and promotion of national documents regulating HIV service delivery
  • Fluency in English and the relevant national language (Romanian, Georgian, Armenian). 

Skills and Competencies:
  • Practical experience in health care advocacy work.
  • Experience in developing and promoting advocacy documents.

Criteria for selecting a consultant:
Experience in advocacy field, expertise in PrEP services development and delivery, experience in preparation health official documents for MSM or trans* people.

Fees and Compensation: Up to 10 working days.

A service contract will be signed between the consultant and ECOM whereby - ECOM is not responsible for the employee's payment of any taxes. The consultant shall be responsible for paying all required taxes and contributions according to tax residency.

  1. a letter of motivation including contact information for two people who can give you references; 
  2. resume in English;
  3. financial proposal in USD.
